Çѱ¹ÀÇ ±âµ¶±³Àεé°ú ±³È¸´Â 2014³âµµ 1¿ù 3ÀÏ¿¡ ÀÖ¾ú´ø À¯Ç÷»çŸ¦ ¸Å¿ì À¯°¨½º·´°Ô »ý°¢ÇÏ°í ÀÖ½À´Ï´Ù. įº¸µð¾Æ ±ºÀεéÀº įº¸µð¾Æ ÇÁ³ðÆæ¿¡¼­ ÀÖ¾ú´ø Æľ÷½ÃÀ§ Áø¾Ð °úÁ¤¿¡¼­ ÀÚ±¹ÀÇ ±¹¹ÎµéÀ» ÇâÇÏ¿© Ãѱ⸦ »ç¿ëÇÏ¿´½À´Ï´Ù. ¿ì¸®´Â ±× »çÅ ¼Ó¿¡¼­ 5¸íÀÇ ³ëµ¿ÀÚµéÀÌ ¸ñ¼ûÀ» ÀÒ¾ú´Ù´Â °Í¿¡ ´ëÇÏ¿© ÃѸ®¿Í įº¸µð¾Æ Á¤ºÎ¿¡ ¸Å¿ì ºÐ³ëÇÏ°í ÀÖ½À´Ï´Ù.

May God’s peace be with you all in Cambodia. Christians and churches in Korea are seriously concerned about the bloody affair on 3 January, 2014. Cambodian troops armed with batons and rifles were deployed in Phnom Penh to break up the demonstration held by striking garment industry workers, their own nationals, and we are outraged by fact that the five people were killed in the bloodbath.

įº¸µð¾Æ Çå¹ý Á¦3Àå(Å©¸Þ¸£ ½Ã¹ÎÀÇ ±Ç¸®¿Í Àǹ«) 37Á¶´Â ÆòÈ­Àû ½ÃÀ§¿Í Æľ÷±ÇÀ» º¸ÀåÇÏ°í ÀÖ½À´Ï´Ù. ´õºÒ¾î 41Á¶¿¡ ±â·ÏµÈ °Íó·³ įº¸µð¾ÆÀÇ Å©¸Þ¸£ ½Ã¹ÎµéÀº Ç¥Çö, ¾ð·Ð, Áýȸ °á»çÀÇ ÀÚÀ¯°¡ ÀÖ½À´Ï´Ù. ±×·¯³ª įº¸µð¾Æ Á¤ºÎ´Â Å©¸Þ¸£ ½Ã¹ÎÀÇ Çå¹ýÀû ±Ç¸®ÀÎ Áýȸ°á»ç¿Í Æľ÷±ÇÀ» °æÂû, Ç庴, °ø¼ö¿©´ÜÀ» º¸³»¼­ Æø·ÂÀûÀ¸·Î Áþ¹â¾Ò½À´Ï´Ù. µµ¸ÁÄ¡´Â ½ÃÀ§´ë¿¡°Ô Ãѱ⸦ °è¼ÓÀûÀ¸·Î »ç¿ëÇÑ °ÍÀº ¿ë³³ ¹ÞÁö ¸øÇÒ ¹üÁËÀÔ´Ï´Ù.

The right to strike and to non-violent demonstration is guaranteed by the Constitution of Cambodia in the Article 37 of Chapter III,The Rights and Obligations of Khmer Citizens. In addition, Khmer citizens in Cambodia have freedom of expression, press, publication and assembly. However, Cambodian government mobilized polices, military polices and airborne brigades to trample over the people’s rights to strike and demonstration guaranteed by the Constitution. Firing at the fleeing protesters was heinous and unpardonable crime.

ÃѸ®´Ô, Çѱ¹¿¡¼­µµ °ú°Å Á¤ºÎ±Ç·ÂÀÌ ¹ýÀ» ¹«½ÃÇÏ°í ±¹¹ÎµéÀ» Ç̹ÚÇÏ´ø ½ÃÀýÀÌ ÀÖ¾ú½À´Ï´Ù. ±ºÀεéÀº Äíµ¥Å¸¸¦ ÅëÇؼ­ ±Ç·ÂÀ» Àâ¾Ò°í, °­·ÂÇÑ ¹«·ÂÀ¸·Î ±¹¹ÎµéÀ» ÅëÁ¦Çß½À´Ï´Ù. Çѱ¹ÀÇ ±¹¹ÎµéÀº °æÁ¦¹ßÀüÀ̶ó´Â ¸í¸ñ¾Æ·¡ ÀúÀÓ±Ý, ³ëµ¿ÂøÃë, ÀαÇħÇØ µî ¸¹Àº ±Ç¸®¸¦ ħŻ´çÇß½À´Ï´Ù. ±¹¹ÎµéÀº Á¤ÀÇ·Ó°í °øÁ¤ÇÑ ¾ð·ÐÀ» °®Áö ¸øÇÏ¿´±â¿¡ Çö½ÇÀ» ¹Ù¸£°Ô ÀνÄÇÒ ¼ö ¾ø¾ú°í, ¼³·É ÆľÇÇÑ´Ù°í Çصµ ºÎÁ¤¼±°Å ¶§¹®¿¡ ÅõÇ¥±Ç Çà»çµµ Á¦´ë·Î ÇÏÁö ¸øÇÏ´Â °Í °°¾Ò½À´Ï´Ù. ¿Ïº®ÇÏ°Ô Á¤ºÎÀÇ ±Ç·ÂÀÌ ±¹¹ÎÀÇ ÁÖ±ÇÀ» À̱â´Â °Í °°¾Ò½À´Ï´Ù. ±×·¯³ª Çѱ¹ÀÇ ±¹¹ÎµéÀº ½Ã¹ÎºÒº¹Á¾À» ¼±¾ðÇÏ°í, 1960³â°ú 1987³â µÎ ¹øÀ̳ª Çõ¸íÀ» ÅëÇØ Á¤ºÎ¸¦ Àüº¹½ÃÄ×½À´Ï´Ù.

Dear Prime Minister, Korean people also have experiences of being persecuted under the military dictatorship’s reign of power and control after the military coup. There were human rights abuses and sweatshops under the ostensible reason of economic growth. It was almost impossible for them to be aware of reality because just and fair media did not exist at that time. Even if it was possible, it seemed that people were not able to exercise their right to vote properly because of the electoral frauds. Everybody thought that strongman accomplished perfect game and won over the sovereignty of people. However, Korean people proclaimed civil disobedience and overthrew the government twice both in 1960 and 1987.

Çѱ¹ ±³È¸¿Í ±×¸®½ºµµÀεéÀº, Çѱ¹ÀÇ ¹ÎÁÖÈ­ÅõÀïÀÇ °úÁ¤¿¡¼­ Çϳª´ÔÀÇ Á¤ÀÇ·Ó°í ¼±ÇÑ ¶æÀ» À§ÇØ Èû½á ½Î¿ö¿Ô½À´Ï´Ù. ¿ì¸®´Â ±× °úÁ¤¿¡¼­ Çϳª´ÔÀÇ ¼·¸®°¡ ÀÖ¾úÀ½À» °í¹éÇÕ´Ï´Ù. ¿ª»ç´Â ÀÌ·± °ÍÀÔ´Ï´Ù. įº¸µð¾Æ Á¤ºÎ¿Í ¼öÀåÀ̽ŠÈƼ¾ÃѸ®²²¼­µµ °ú°Å Çѱ¹ÀÇ ¿ª»ç·ÎºÎÅÍ ±³ÈÆÀ» ¾òÀ¸¼Å¼­ À§¿Í °°Àº ±æÀ» °ÈÁö ¾ÊÀ¸¼ÌÀ¸¸é ÇÕ´Ï´Ù.

Churches in Korea and Christians also have been fighting against dictatorship during the democratization for the justice and good will of God. We believe that there has been a Providence of God in that process. History is like this. We hope that the Prime Minister of Cambodia can learn a lesson from Korean history in order not to follow Korea’s path.

¿ì¸®¿¡°Ô´Â ÀÌ·¯ÇÑ ¿ä±¸»çÇ×ÀÌ ÀÖ½À´Ï´Ù.

We call on your government to take the following actions:

1. įº¸µð¾Æ Á¤ºÎ´Â ¹«·ÂÀ¸·Î įº¸µð¾Æ ±¹¹ÎµéÀÇ »ý¸í°ú ±Ç¸®¸¦ ħÇØÇÏ´Â °ÍÀ» Áï°¢ ¸ØÃ߽ʽÿÀ. Á¤ºÎ´Â ±ºÀεéÀÇ ÀÚ±¹¹ÎÀ» ÇâÇÑ Ãѱ⠻ç¿ë¿¡ ´ëÇÑ »ç°ú¿Í Àç¹ß¹æÁö¸¦ ¾à¼ÓÇØ ÁֽʽÿÀ. ¹ßÆ÷¸í·ÉÀ» Çß´ø Ã¥ÀÓÀÚ¸¦ Áï°¢ ±¸¼ÓÇÏ°í °øÁ¤ÇÑ ¼ö»ç°¡ ÀÌ·ç¾î Áú ¼ö ÀÖµµ·Ï ÇØÁֽʽÿÀ. ¿©´ç »Ó ¾Æ´Ï¶ó, ¾ß´çµµ µ¿ÀÇÇÒ ¼ö ÀÖ´Â °øÁ¤ÇÏ°í µ¶¸³ÀûÀÎ ¼ö»çü°¡ ¼ö»ç¿¡ ³ª¼­¾ß ÇÒ °ÍÀÔ´Ï´Ù.

1. We urge you to take immediate action to stop using military forces that violates Cambodian people’s rights and life. Commit to preventing recurrence and making an apology regarding the gunshots to the own nationals. Arrest the person in charge who ordered to fire and start a fair investigation. The investigator should be an independent and impartial entity with the approval of ruling party and the opposition party. 

2. ÃÖÀúÀÓ±Ý ÀÎ»ó¿¡ ´ëÇÑ ³ëµ¿ÀÚµéÀÇ ÀÇ°ßÀº ¸Å¿ì Á¤´çÇÑ °ÍÀÔ´Ï´Ù. Á¤ºÎ´Â ¼º½ÇÇÏ°Ô ´ëÈ­¿¡ ³ª¼­¼­ ÆòÈ­ÀûÀÎ Çù»óÀÌ ÀÌ·ïÁöµµ·Ï ³ë·ÂÇØ¾ß ÇÕ´Ï´Ù. ¾Æ¿ï·¯ ±¸¼Ó ¼ö°¨µÈ ³ëµ¿ÀÚµé°ú ¾ß´ç ÁöµµÀڵ鿡 ´ëÇÑ Åº¾ÐÀ» ¸ØÃ߽ʽÿÀ. Á¤Ä¡Àû ¸ñÀûÀ¸·Î ºÒ¹ýÀûÀÎ ±¸±ÝÀÌ ¾øµµ·Ï ÇØÁֽʽÿÀ.

2. Workers’ claim of raising the minimum wage is very just and rightful. Government should make efforts to resume a negotiating process. Stop persecute the opposition leaders and arrested workers. Do not detain people illegally for the political purpose.

3. °¡³­ÇÑ ³ëµ¿ÀÚµéÀÇ ³ëµ¿Á¶ÇÕ¿¡ ´ëÇÑ Ä¯º¸µð¾Æ ºÀÁ¦Çùȸ(GMAC)ÀÇ ¸·´ëÇÑ ¼ÕÇعè»ó û±¸¼Ò¼ÛÀº ³ëµ¿ÀÚµéÀÇ ±ÇÀÍ Çâ»ó ½Ãµµ¸¦ ¿øõÀûÀ¸·Î ºÒ°¡´ÉÇÏ°Ô ÇÏ´Â ÇàÀ§ÀÔ´Ï´Ù. ÀÌ ¼Ò¼ÛÀÌ ³ëÁ¶Æı«¸¦ À§ÇÑ ½Ãµµ·Î ¿À¿ëµÇÁö ¾Êµµ·Ï °øÁ¤ÇÑ ÀçÆÇÀÌ ÀÌ·ïÁöµµ·Ï ÇØÁֽʽÿÀ.

3. GMAC’s exorbitant suit for damages against labor union consisted of poor workers blocks any attempt to enhance workers’ rights. Provide a fair trial not to be abused for the purpose of destroying labor union.

ÀÌ°ÍÀº įº¸µð¾Æ Á¤ºÎ¿Í ÈƼ¾ÃѸ®´Ô²² µå¸®´Â °æ°íÀÔ´Ï´Ù. ±¹¹Îµé¿¡°Ô °íÅëÀ» ÁÖ´Â Á¤Ä¡¸¦ °è¼ÓÇؼ­ ½ÃÇàÇÒ °æ¿ì, Çѱ¹ÀÇ ±³È¸¿Í ±×¸®½ºµµÀεéÀº º» Á¤ºÎÀÇ ¸¸ÇàÀ» ±¹³»¸¦ ºñ·ÔÇÑ ±¹Á¦»çȸ¿¡ Àû±ØÀûÀ¸·Î ¾Ë¸®°í ÀÌ¿¡ ´ëÇÑ °í¹ß°ú ÁúŸ¸¦ ¸ØÃßÁö ¾ÊÀ» °ÍÀÔ´Ï´Ù. ¿ì¸®´Â įº¸µð¾Æ¿¡ Çϳª´ÔÀÇ ¼±ÇϽŠ¶æÀÌ ÀÌ·ïÁö´Â °ÍÀ» Áø½ÉÀ¸·Î ¹Ù¶ó°í ±âµµÇÕ´Ï´Ù. ºÎµð įº¸µð¾Æ Á¤ºÎ¿Í ÃѸ®´ÔÀÌ ¼±ÇÏ°í ÁöÇý·Î¿î ±æÀ» °É¾î°¡½Ã±â¸¦ ¹Ù¶ø´Ï´Ù.

We give Cambodian government and the Prime Minister Hun Sen a severe warning by this letter. If you govern by the bayonet that causes people’s pain, Korean churches and Christinas will continue to denounce your brutality both to the domestic and international society. We pray that may God’s good will be done in Cambodia. May Cambodian government and the Prime Minister go to good and wise path way.
