한국기독교교회협의회(NCCK)는 6자회담 재개와 관련하여 미국그리스도교협의회(NCCC-USA), 일본그리스도교협의회(NCCJ)와 협의하여 다음과 같은 공동의 입장을 발표합니다.

미국과 일본 교회협의회는 1970년대 한국의 민주화와 인권운동에 참여했으며, 지난 1980년대 초반부터 한반도 분단극복과 평화공존, 통일을 위해, 또한 동북아의 평화를 위해 상호관심사를 공유하며 함께 기도해 왔습니다.

이러한 전통을 바탕으로 한국과 미국, 한국과 일본의 교회는 사안에 따라 여러 모양의 회의와 협의를 통해 평화정착과 안정을 바라는 한국인의 뜻을 알리기 위해 노력해 왔습니다.

세 나라 교회협의회는 오는 7월26일, 13개월 만에 재개되는 6자회담이 한반도의 평화와 동북아시아 평화에 중대한 고비가 될 것으로 예측하며, 세 나라 교회협의회의 뜻을 공동선언문에 담아 발표하기로 하였습니다.

선언문에는 이번 6자회담이 성공적으로 개최되어 한반도평화와 동북아 평화가 정착되기를 바라는 교회의 염원을 담아 회담의 성공적 개최를 위해 한국, 미국, 일본, 각국 정부에 대한 교회의 요청이 들어있습니다.

한반도와 동북아 평화를 굳건히 하기 위한 교회의 뜻을 널리 알려주시기 바랍니다.

6자 회담의 재개에 즈음하여

그리스도야말로 우리의 평화이십니다. 그분은 자신의 몸을 바쳐서 유다인과 이방인이 서로 원수가 되어 갈리게 했던 담을 헐어버리시고 그들을 화해시켜 하나로 만드셨습니다.(에베소서 2장 14절)

한반도와 동북아 평화를 위하여 기도해 온 우리 NCCK, NCCC-USA, NCCJ는 지난 13개월 간 중단되었던 6자회담이 이달 중 재개되는 것에 대해 큰 기쁨과 환영의 뜻을 표합니다.

우리는 한반도와 동북아에서 평화가 정착되고 특히 분단된 한반도가 통일의 길로 갈수 있도록 지난 20여 년 동안 함께 기도하며 협력해 왔습니다. 그러나 한반도의 정세는 늘 불안했으며 두 차례의 핵 위기를 겪으면서 우리의 기도와 협력이 더욱 필요함을 확인하기도 했습니다.

우리는 현재의 “북핵”문제는 북의 생존을 위한 에너지 문제와 북의 체제안전보장 문제가 결부된 것이라고 인식합니다. 다행히 남한정부가 전기공급 등 에너지 문제 해결에 적극 나서겠다고 밝힌 것은 현재의 문제를 풀어가는 좋은 방향으로, 우리는 이를 환영합니다. 아울러 매년 계속된 자연재해로 생산기반이 약화된 북한의 식량생산과 에너지(전력 등) 부족으로 시설이 낙후된 북한의 산업기반 재건을 위해 미국과 일본 등 주변 국가들의 이 일에 대한 적극적인 참여가 필요함을 확인합니다. 이 일은 생존과 관련된 인도적인 문제이기 때문입니다.

우리는 또한 북·미 간 첨예한 문제가 되고 있는 북한체제의 안전보장 문제에 미국정부가 보다 적극적으로 나서서 정전협정의 평화협정으로의 변경 등 한반도 분단체제의 불안정성을 근본적으로 해결하기를 촉구합니다.

아울러 남한정부도 불가침 조약 등 남북사이의 평화와 공존을 위한 법적, 제도적 조치들을 보다 적극적으로 취하기를 촉구합니다.

일본정부 역시 지엽적 문제를 떠나 북·일간의 근본적 과거청산과 관계 정상화를 위해 적극적으로 임하기를 촉구합니다.

북한정부도 핵문제에 대한 주변국가의 의구심을 완전히 해소하고 한반도 비핵화라는 본래의 자리에서 주변국가와 공존할 수 있기를 촉구합니다.

우리는 6자회담 진행 과정이 서로 다른 문화와 서로 다른 체제에 대한 이해를 넓히고 서로를 존중하며 서로 양보하여 자국의 이해보다 동북아와 나아가 세계 평화 재건이라는 큰 틀에서 회담이 진행되기를 바랍니다.

우리 세 나라 교회협의회가 한반도와 동북아 평화를 위해 기도해온 일들이 이제 큰 결실을 얻을 수 있다는 믿음으로 우리는 각자의 정부가 평화를 이루는 일에 보다 적극적으로 참여하도록 노력할 것입니다. 이러한 우리의 노력이 동북아와 세계평화라는 소중한 결실로 이어질 것을 믿으며 함께 우리의 뜻을 밝힙니다.

On the Eve of the Recommencement of the Six Party Talks

For he himself is our peace, who has made the two one and has destroyed the barrier, the diving wall of hostility, (2, 14 Ephesians)

The National Council of Churches in Korea(NCC-Korea), The National Council of the Churches of Christ in the USA(NCCC-USA) and the National Christian Council in Japan( NCC-Japan) who have continued in earnest prayer for peace on the Korean peninsula and the wider region of Northeast Asia welcome and express our pleasure at the prospect of the Six Party talks that had been suspended for the past thirteen months recommencing later this month.

The NCCK, NCCC-USA and the NCCJ have worked together over the past twenty years to establish peace on the Korean peninsula and the wider region of Northeast Asia, and especially have strived to assist in the re-unification of the Korean Peninsula. However, despite our best efforts, the circumstances surrounding the Korean peninsula have continued to be unstable, and the experience of two times nuclear crises has re-affirmed the fact that our united prayers and efforts continue to be necessary.

The NCCK, NCCC-USA and NCCJ recognize that the present "North Korean Nuclear Issue" is related to the energy issues that the Democratic People's Republic of Korea (DPRK) faces for its very survival, as well as the issue of the security of its regime. Fortunately, the positive attitude of the government of the Republic of Korea(ROK) with regard to providing electricity to the DPRK has provided a constructive element to the resolution of the present situation. At the same time we affirm the need for the United States of America and Japan, as well as other neighboring countries to become more pro-actively involved in reconstructing the industrial basis of the DPRK which has suffered from repetitive natural disasters and the chronic lack of agricultural production and energy shortages. This matter, we believe, is a humanitarian issue that is directly related to the survival of the people of the DPRK.

The NCCK, NCCC-USA and the NCCJ also call upon the government of the United States to adopt a more positive attitude to the issue of guaranteeing the DPRK's sovereignty and security and call upon the U.S. government to take active measures to exchange the current Armistice with a Peace Agreement so that the insecurity of the present state of division may be addressed fundamentally. We also encourage the ROK government initiate more positive legal and structural measures, such as a Non-aggression Treaty, that would contribute to the peaceful co-existence of the DPRK and ROK. In addition, we urge the Japanese government to step beyond issues that limit the development of normalized relations with the DPRK and positively work to address the historical matters between the DPRK and Japan. At the same time, the DPRK must work to fully resolve the misgivings of many countries throughout the world regarding their nuclear program and return to the original statement which confirms the de-nuclearization of the Korean peninsula, thereby allowing for co-existence with its neighbors.

The NCCK, NCCC-USA and NCCJ fully desire that the Six Party Talks soon to be resumed will be conducted in an atmosphere of mutual respect and conciliation where each party learns of and from the different cultures and structures of the other; where negotiations are conducted with the wider interests of Northeast Asia; and, indeed, where the concern for the rebuilding of world peace supersedes simple national interests.

Acting in the firm conviction that the prayers and efforts of the NCCK, NCCC-USA and NCCJ toward peace on the Korean peninsula and the wider region of Northeast Asia will bear much fruit during the upcoming talks we re-commit ourselves to continue in our efforts to ensure that our respective governments work for peace. We believe that our efforts will bear the precious fruit of peace for Northeast Asia and the world and in this belief express our common desire through this Statement.
