지난달 29일 한국기독교교회협의회(NCCK, 총무 김영주 목사)는 박근혜 대통령에게 서신을 보내 ‘5.24조치가 대북 인도적 지원과 이산가족상봉에 큰 장애가 되고 있다’며 ‘5.24조치를 신속히 해제하여 민족의 화해와 상생의 길을 열어줄 것’을 요청한 바 있다.
이어 지난 3일(화) 그 후속작업으로 버락 오바마 미국 대통령에게 공개서한을 보내 대 북한정책을 ‘고립’(isolation)에서 ‘포용’(engagement)으로 전환할 것을 요청했다.
NCCK는 이 서신을 통해 ‘작년 12월 미 정부가 쿠바에 대한 54년간의 제재 정책을 해제하고 국교를 정상화한 것을 환영하며, 쿠바 모델을 북한에도 적용하여 남북한 화해와 평화 정착을 위해 힘 써 줄 것’을 요청했다. 이어 ‘지난 65년간의 대북제재는 화해통일을 향한 남북한 관계 개선에 커다란 장애물이 되고 있으며, 더 나아가 남북한 대화와 협력의 기회를 차단하고 북한 주민들의 삶을 더 피폐하게 만들고 있다’고 지적했다. 아울러 ‘남북교류와 협력이 통일의 시대를 여는 중요한 교두보가 될 것임을 밝히며, 대북제재를 해제하여 인도적 지원과 이산가족상봉 등 민족의 당면 과제를 해결하고 화해와 상생의 길로 나아가는데 협력해줄 것’을 요청했다.
NCCK는 이 서신을 미국NCC, 미감리교회, 미장로교회, 미연합교회, 성공회, 제자교회 등 미국 내 주요교단에 함께 보내 NCCK의 입장이 미국 정부의 대북정책에 반영될 수 있도록 요청할 계획이라고 밝혔다. 아울러 유엔, 6자 회담 당사자 국들에게도 같은 입장을 전달하여 국제사회의 대 북한 정책 전환을 위한 노력을 계속할 것임을 밝혔다.

Dear Mr. President,
On behalf of the National Council of Churches (NCCK), I bring the warmest greeting to you in the name of God of Peace.
As this year marks the 70th anniversary of Korean independence, we are desperately praying that this year must be the historical momentum for ending the division and opening a new era of reconciliation and co-prosperity for South and North Korea.
It is an encouraging sign that since the beginning of this year the mood for dialogue and reconciliation is being created between South and North, which will converge into our journey towards peaceful reunification. We firmly believe that peace and stability in the Korean peninsula will be a seed for bringing peace and stability to East Asia as well as to the entire world.
We were much encouraged by your wise and courageous decision to restore diplomatic relations with Cuba. We regard that in resolving the decade-long deadlock, a policy of engagement is more effective and constructive than a policy of isolation. However, we regret that you are moving in the opposite direction regarding North Korea. In repose to the Sony cyberhacking incident, the sanctions against Pyungyang have been intensified. As you are well aware, the decade-long sanctions have devastated the economic basis in North Korea, aggravating pain among the North Korean people. Furthermore, due to the sanctions humanitarian needs including food aid and encounter of the separated families have not been fulfilled. In short, the isolation policy towards North Korea has been futile and even counterproductive as it has been a great obstacle to peace and stability in the Korean peninsula.
Therefore the NCCK sincerely asks you to consider applying the new “Cuba Model” to North Korea that will end the counterproductive sanctions and pave ways to peaceful reunification through dialogue and exchange.
I wish God’s grace and love be with you and your administration and I look forward to having your response soon.
